Site Assessments & Evaluation


In addition to the Project Case Studies described, in the last few years, H2e has engaged with land owners and has surveyed many other strategic greenfield and brownfield site locations which may be suitable for deployment of green hydrogen hubs around the UK, in particular in the following regions:-


  • South-East England
  • South and Central Wales
  • North-East England (Humberside)
  • North-West England (Cheshire)
  • Cornwall

Subsidy Applications


In the summer of 2021, the Department for Business, Energy & Industrial Strategy (“BEIS”) invited H2e to submit an application for capital funding for our lead project prior to launching the Net Zero Hydrogen Fund subsidy scheme . We submitted an application, which included the following elements:-


  • Letter of support from the local planning authority (Adur and Worthing Council) following pre-application consultation meeting
  • Project Development Plan
  • Project Execution Plan
  • Project Development and Construction Risk Register
  • Multiple expressions of interest (“EOIs”) from prospective hydrogen offtakers
  • Multiple EOIs from investors and green finance lending institutions
  • Project Development Team CVs and Role Descriptions
  • Project CAPEX estimation based on tenders received
  • Milestone Payment Schedule (construction agreements)
  • Carbon Intensity Calculation


BEIS provided very positive feedback regarding the quality and diligence of the above submissions.


Political Engagement & Lobbying


H2e has established an excellent working relationship with UK Government Bodies and has actively participated in various consultation processes run by BEIS, the Department for Transport (“DfT”), Transport for London (“TfL”) and the Welsh Assembly.


In particular, H2e has contributed towards UK hydrogen policy development by submitting formal responses to the following outline policies and public consultations:-


  • Targeting Net Zero: Next Steps for the Renewable Transport Fuels Obligation (“RTFO”)
  • National Hydrogen Strategy;
  • UK Low Carbon Hydrogen Standard;
  • Hydrogen Business Model (“HBM”) and Net Zero Hydrogen Fund (“NZHF”): Market Engagement on Electrolytic Allocation;
  • Hydrogen in Wales - A Pathway and Next Steps for Developing the Hydrogen Energy Sector in Wales.


Consequently H2e has an excellent understanding of regulatory policies and incentive schemes and therefore remains well positioned to prepare subsidy submissions for electrolytic hydrogen infrastructure.
